Thanks to the field study with the help of cameras, we discovered at which streets in SPPN Mokotów and Śródmieście park the most cars with green plates and what part of all cars they constitute. The results of the study suggest that free parking at SPPN attracts drivers of electric cars, which proves the effectiveness of these regulations.

So far, no one has come up with the idea that data from Paid Unguarded Parking Zones (SPPN) in Warsaw can be used as a source of information on electromobility. They are used to control payments as well as in connection with the analytical and planning needs of the city hall. We decided to use the existing data for the purposes of the project we are running with the Volkswagen. We wanted to check how many electric cars (BEVs) are usually parked on the streets of two Warsaw SPPN. For this purpose, we have established cooperation with Smart-Factor, which deals with this type of measurements. It has cars equipped with cameras. It also has a software that for the purposes of our study only had to be modified by one skill - recognizing the color of green plates.
Why Warsaw? It is not only the administrative capital of the country, but also the informal capital of Polish electromobility. This is where the largest number of electric cars in Poland is registered. Smart Factor data show that on the streets of two SPPN (Mokotów, Śródmieście) this indicator is even higher. The monitoring of cars parked in these areas of the city shows that from Monday to Friday 5% in SPPN Śródmieście and 7% of cars in SPPN Mokotów had green plates! Among the streets located in both zones, the most parked cars with green plates can be found at Racławicka and Nowogrodzka streets.
The number of parked BEVs in SPPN Mokotów and Śródmieście varies depending on the time of day. Most parked cars with green plates in Mokotów's SPPN stand in the morning with the peak falling between 11 a.m. and 12 p.m. In SPPN Śródmieście the opposite trend can be seen. The fewest BEVs were observed between 11 a.m. and 12 p.m., and the most between 3 p.m. and 4 p.m. On the other hand, the number of parked petrol cars in both parts of the SPPN, depending on the time of day, differs very slightly.
In the SPPN analyzed, the share of cars with green plates in the total number of cars is higher than in Warsaw in general, not to mention Poland. This may be due to fact, that vehicles with green plates park free of charge in SPPN. This would mean that this incentive to have an BEV works quite well. In addition, in the case of Mokotów, it must be remembered that the district is covered by paid parking only in a small part. It is possible that combustion cars "escape" from the paid zone and park right behind it. BEVs, on the other hand, do not have to worry about fees, so drivers are not tempted to look for a place to park a few hundred meters away.
